The article researched when the government puts some unique or specific ways and policies into rural areas, whether it benefits local people or not. The national growth effect, industry structure impact, and competition effect are the three elements that make up the economic growth change of any chosen country. As a result, the writers propose three results that they find throughout the investigation by calculating different GDPs and using various models. Generally, the results show that policies and methods definitely gave some good direction to the economic development in rural areas in China. However, they didn’t show too big development, even sometimes the development of the economy goes down.

This report chooses five exemplary counties in Heilongjiang Province to make differentiated proposals based on local resources and prospective departments over the past 20 years. Firstly, there is a mismatch between the industrial structure and their respective competitive effects. For example, the tertiary industry structure has big potential to compete with other industries but it mismatches with the other industry, and resources can’t directly get to the tertiary industry. Secondly, every county has its own unique and different problems. Since each county has different territories, the problem-solving will be different. Some areas benefit from the local regions, which have advantageous climates, fresh vegetables, and healthy soil. In those regions, governments should change these areas’ industries into sightseeing agriculture or tourism. Even though a number of places had been implemented those methods to build or help to grow the economy in rural areas, some regions still can’t benefit from those approaches, which means humans should research more in the future.
